The “tiles” sink in after a while, but it works well at first. Have done similar repairs on holes on our street.

Having never lived on a dirt road, I didn’t understand how puddles worked until we lived in Mexico (before UY), and the neighbors threw whatever organic material they had grass, trimmings — into them. It seemed pointless until I realized how puddles grow, by splashes, each bit of water taking out a bit more of dissolved earth, making the puddle bigger. I honestly had had no idea. So that was certainly better than nothing.

I’ve gotten rid of lots of escombro in the potholes of our street. They do submerge, and then it gets a little ugly when the grader comes through and scrapes them back up.
